webappsec-referrer-policy: Make strict-origin-when-cross-origin the default referrer policy w3c/webappsec-referrer-policy#142fetch: Point default referrer policy to a constant defined in RP spec whatwg/fetch#1066html: Point mapping of <meta> referrer tag for the legacy 'default' to RP spec whatwg/html#5783
