Description
When vertical tabs are enabled and Brave is maximized, it's impossible to drag the window from the top. The cursor turns into a resize cursor, and you have to aim a bit lower to grab the window and resize it.
Steps to reproduce
- Enable vertical tabs (with or without title bar, it doesn't matter)
- Maximize Brave
- Try to drag the window from the top

It should be possible to grab the window like on horizontal tabs.

Miscellaneous information
It happens both on Windows and Linux (on Linux it's even more annoying, because the resize cursor creates a "dead zone" in the top right corner, making it harder to close Brave: I have to aim for the close button).
